However, this isn’t the first time that oversight mechanisms have been included in a big government rescue package. The Special Inspector General for the Targeted Asset Relief Program was established by the 2008 Emergency Economic Stabilization Act, and its powers were expanded by the SIGTARP Act of 2009. Members of Congress attempted to replicate this achievement by introducing three major budget oversight measures in the CARES Act. The Pandemic Response Accountability Committee, which will be made up of Inspectors General from at least nine federal departments, will be in charge of overseeing the bill’s outlays. The Special Inspector General for Pandemic Recovery, a new agency within the Treasury Department, will oversee the $500 billion Treasury fund for targeted loans to large companies. Brian Miller, a former GSA Inspector General and White House lawyer, has already been chosen for this role.
