Few people will argue that knowing English is needed for academic success in American schools. The best way to help language-minority students master English, however, is less clear. Confusion has paralyzed many colleges, districts, and educators due to conflicting philosophies, competing theoretical theories, and various criteria for comparing different approaches. “At a certain stage there were just so many mixed signals and conflicting orders and policies that we didn’t even know what to do,” Bill Holden, principal of a California elementary school where ELLs make up three-quarters of the student population, told me.
Despite the controversy, several schools in Arizona and other states have introduced or are planning to introduce standardized English immersion programs. A common theme emerges from my work with educators, school boards, and the Arizona English Language Learners Task Force to explore, design, and introduce standardized programs for ELLs: these programs have the ability to accelerate ELLs’ English language growth and linguistic readiness for grade-level academic content.
