What is a network baseline, and when is it established?
We need a reference direction of economic growth when modeling medium and long-term challenges (the so-called baseline). Many CGE modeling teams have used various linking approaches to sectoral models to produce baselines since sectoral models also provide a more fundamental view of potential trends for particular sectors. We compare and analyze various approaches to linking CGE models for baseline calibration, as well as best practices and pitfalls. We distinguish between two types of linking methods, which we categorize as a) partial equilibrium models and b) non-economic models. These two types of linking approaches are then compared in terms of degree of linkage, information shared, and aggregation and description compromises. We address possible drawbacks as a result of this, and we conclude with best practices and study recommendations.
Why is a network baseline and a data flow diagram important when you are monitoring a network?
The baseline refers to the country’s existing trade facilitation situation (as-is), including its strengths and limitations, bottlenecks, and barriers. International metrics such as the World Bank Doing Business with its Trading Across Borders Indicators (1*) and the Logistics Performance Index (2*) are often used to describe the ideal future situation (the “to-be” scenario). It may also be related to the introduction of international best practices such as the World Trade Organization’s Trade Facilitation Agreement, the World Customs Organization’s Kyoto Convention, or other countries’ best practices.
This chapter outlines the gap(s) that must be filled in order to achieve the high level vision statement identified in the previous chapter of the Roadmap by identifying the current situation and its strengths and weaknesses. It also serves as a foundation for developing the specific Goals and Activities that will be described in the Roadmap’s next two chapters.
The main focus of this Chapter’s writing will be on reviewing and explaining the country’s current trade situation, the trade policy climate and initiatives (trade deals, entrance into common markets, etc. ), the competitive situation, and the major regulatory and procedural trade barriers that the roadmap will address.

The IPC team conducted a quantitative analysis of the digital gender divide in Uzbekistan as well as a qualitative analysis of donor and other institution activities in Uzbekistan that address the digitalisation of SMEs (especially women SMEs). The team gained a deep understanding of how women SMEs in Uzbekistan engage with digital solutions, as well as their current needs and challenges in the digital space, through focus group discussions, individual interviews, and other field work.
