The Academic Performance Framework (APF) was created in an attempt to bring together data on school success, achievement, and culture into a single measure of school performance. To give schools aspirational goals, the performance needed to achieve 100 percent on the combined measures is set at a high level.
The table below lists the APF’s five output categories, from lowest (Target) to highest (Excelling), as well as the total points required for each. The Satisfactory group includes schools that receive at least 28% of the points but less than 55%. In Tennessee, the average school performs in the middle to upper levels of the Satisfactory performance group.
A measure called TVAAS is used to evaluate student growth at a school (Tennessee Value Added Assessment System). Based on TCAP tests in Reading, Math, and Science, the school’s average benefit is shown here.
TVAAS is a year-to-year indicator of student achievement, not a degree of achievement. The student growth number at a school tells us how quickly the school is accelerating (or slowing) a student’s learning development. A TVAAS score of 3 or higher is considered fine, and a TVAAS score of 5 or higher is considered excellent.
