The motion was debated during a suspension of the laws, which was brought up by Councilor David Conway as a way to determine the truth of what happened. Councilors Rita Mercier, Daniel Rourke, Bill Samaras, and Rodney Elliott joined Conway in supporting the motion. Councilors Vesna Nuon, Sokhary Chau, and John Drinkwater joined Leahy in voting no.
Leahy apologised and answered a number of the questions and rumors that have surfaced after Saturday’s events in a lengthy statement released just before the conference. He only read a portion of the statement at the meeting, and some councilors said they didn’t have time to read the whole statement.
“I apologise profusely for the situation and how it came to this. “It was never my intention, nor that of my fellow councilors, to disrespect the Lowell police,” Leahy said. “As mayor and a resident, I have the utmost respect for the Lowell Police Department, and they have my full support. Over the past three months, I have seen firsthand the professionalism, dignity, and restraint of officers dealing with demonstrators from my City Hall offices, and I have gone out of my way to applaud the superintendent and the department on several occasions.”

LOWELL, MAINE — John Leahy had the five votes he wanted to be mayor within days of being elected to his fifth term as a city councilor. It was made official on Monday.
The Lowell City Council and School Committee elected Leahy to a two-year term as ceremonial head of the city and chairman of the Lowell City Council and School Committee with a 9-0 vote. Rita Mercier, a councilor, was unanimously elected vice mayor.
“My goal is to build a meaningful unforgettable experience for our residents (and) deliver excellent, polite, and supportive community service here in our city government,” he told a room full of new councilors’ friends and families.
Leahy is a Belvidere-based residential painter. Prior to becoming a city councilor, he sat on the School Committee for ten years. Leahy had been the longest-serving current city councilor who had not been elected mayor until Monday.
